Dhaka Metropolitan Police is going to draw up a list of troublesome college and university students of its eight crime zones.

DMP Commissioner AKM Shahidul Hoque in a letter on February 16 asked deputy commissioners (DCs) of all the eight crime zones to prepare the lists of such students and send them to the DMP office within three days.

The DCs were also provided with prescribed forms to collect information about unruly students.

They were also asked to gather information about the political affiliation of those students, their portfolios in the organisations, the crimes they are involved in, cases against them and the present condition of those cases.

They have to collect information whether these students had been arrested earlier.

Shahidul Hoque told The Daily Star that after preparing the list of troublesome students, they would start tracking them.

He said, “The government high-ups ordered him to launch a crackdown on unruly students with zero tolerance even if they belong to ruling party's student wing.”

In the letter the commissioner stated that recently many photos and video footages of some students with firearms and sharp weapons were published in newspapers and aired on the private television channels.

He, in the letter, said such photos badly tarnished the image of police.

DMP sources said against the backdrop of the recent clashes between rival student groups that left one Dhaka university student dead and several injured, the commissioner has initiated the move.

When contacted, several deputy commissioners said it is very tough to make the lists within the stipulated time but they are trying to do it impartially.

Chief Justice Md Tafazzul Islam pronounced the order yesterday morning

Killers Syed Farooq Rahman, Sultan Shahriar Rashid Khan, Mohiuddin Ahmed, Bazlul Huda and AKM Mohiuddin Ahmed, who were in condemned cells of Dhaka Central Jail, had filed the review petitions with the Supreme Court against its verdict.

REVIEW PETITION DISMISSAL
Earlier yesterday, following the dismissal of his review petition, convict Syed Farooq Rahman in the afternoon appealed to the president for clemency, which President Zillur Rahman rejected.
Dhaka Jail Superintendent Touhidul Islam last night confirmed The Daily Star that they received the president's rejection order.
The Appellate Division rejected the review petitions as they contained no new arguments and any legal grounds for reviewing the Supreme Court judgment confirming the death sentences.
In all the petitions, the counsel of the convicts reiterated points that had already been argued during the hearing of their appeals against the High Court verdict. The HC had rejected those pleas.
The four-member bench of the Appellate Division headed by Chief Justice Md Tafazzul Islam pronounced the order yesterday morning.
The other members of the Appellate Division bench were justices BK Das, Md Muzammel Hossain and SK Sinha. They heard arguments on the review petitions for three days from January 24.
Killers Syed Farooq Rahman, Sultan Shahriar Rashid Khan, Mohiuddin Ahmed, Bazlul Huda and AKM Mohiuddin Ahmed, who were in condemned cells of Dhaka Central Jail, had filed the review petitions with the Supreme Court against its verdict.
Law Minister Shafique Ahmed told reporters that as per jail code, the jail authorities should execute the convicts between the 21st and 28th days after the trial court issued death warrants against them.
The death warrants were issued on January 3 and the countdown started the same day, Shafique said, adding that this means the last date for execution is January 31.

Bangladesh prime Minister Sheikh Hasina- India prime Minister Manmohan Singh talks focus on terrorism, security, connectivity, trade, investment


Bangladesh and India yesterday signed four deals on exchange of electricity, and fight against terrorism, organised crime and drug trafficking, capping two-hour talks between Bd Prime Minister Sheikh Hasina and her Indian counterpart Manmohan Singh.
Bd Prime Minister Hasina and Indian Prime Minister Manmohan Singh, leading their countries at the delegation-level talks at the Hyderabad House from 5:30pm to 7:30pm, had a detailed discussion covering the entire gamut of bilateral issues with particular focus on terrorism, security, connectivity, trade and investment, border concerns and sharing of water and power resources.
Bd Prime Minister Hasina, whose four-day state visit began yesterday, met Indian President Pratibha Patil, Finance Minister Pranab Mukherjee, External Affairs Minister SM Krishna, UPA Chairperson Sonia Gandhi and Leader of the Opposition in the Lok Sabha Sushma Swaraj before the talks with Singh.
The two sides inked a memorandum of understanding on cooperation in power sector for import and export of electricity to the tune of over 900 million units per annum, depending on availability, need and price.
Under the deal, the Power Development Board will buy electricity from India at a price to be agreed upon by the two parties, said official sources.
The other three agreements signed are Mutual Legal Assistance in Criminal Matters, Transfer of Sentenced Persons and Combating International Terrorism, Organised Crime and Illicit Drug Trafficking.
The one on transfer of sentenced persons would allow those convicted of criminal offences to serve their sentences in their own country if they want.
Someone sentenced to death however would not get this opportunity.
The draft agreement mentions that if such deals existed with a third country, Bangladesh and India would provide transit facility for extradition of the sentenced person, said officials.
The agreement on combating international terrorism, organised crime and illicit drug trafficking is the bilateral implementation of a protocol that has long been effective under Saarc.
If terrorist activities are conducted in and against both India and Bangladesh, the two countries can exchange general and intelligence information.
Officials said under the power agreement, Bangladesh would import up to 1,200 megawatts of electricity from India by the middle of 2012 to meet its fast-growing demand for power. It will initially buy 500MW increasing to 1,200MW over three years.
Bangladesh's state-managed Power Grid Company and Indian state-run Power Grid Corporation will jointly set up transmission lines to carry the power to the Bangladesh grid.
The neighbours also signed a three-year agreement on cultural exchange under which they would jointly celebrate the 150th birth anniversary of Rabindranath Tagore.
This apart, Hasina and Singh discussed issues relating to the 6.1-km undermarcated stretch of the 4,096 km border, 'enclaves' and 'adverse possessions' (pockets in each country where nationals of the other are residing).
The two sides have exchanged lists of enclaves but have not done so in the case of adverse possessions.
